Luffy right now is very very strong compared to the rest of the One Piece World. From Marineford it was pretty clear that Yonko Commanders can hold their own against Admirals but they are not their equals. Nov 10 2019 Luffy might not be at their level yet but hes surely getting closer and once hes dealt with Kaido he might officially get to be a Yonko.
Nonon Cracker has nothing on Luffy if he cant win for 11 hours of straight fight. This can be seen in a battle with Katakuri where Luffy managed to defeat Katakuri but not actually defeat him all on his strength. In terms of influence on a global scale probably yes.
Yonko Commanders in my opinion are not Admiral level rather there is still a significant gap between the two. You would need to be around Crackers level to reach the threshold for YC level. Doflamingo is considered Yonko Commander level by a lot of people because they believe he could put up a good fight against Cracker and possibly win and he could fight people like Jack and Smoothie without getting completely destroyed.
I say this because I believe the Admirals are very close to the Yonko in power and everyone agrees there is a large gap between the Yonko and their Commanders. He is close but not there yet.
